The papers in this panel examine the impact of procedural features and the development of policy networks in the legislatures of various Latin American presidential countries. They examine to what extent exogenous factors, such as corruption scandals and economic fluctuations, affect the tendency of legislators and legislative interest groups to connect among themselves. They also study how actors outside the chamber, such as presidents and member organizations, influence the legislative process.
