One significant area of political conflict in international conservation is the difference that arises between countries that want to conserve a resource-like a rain forest-and those who own and want to utilize the resource for development. In this paper we develop a theory of conservation negotiations to highlight the fundamental tension in these circumstances, predict when international agreement may be possible and the consequences of the fundamental strategic forces for the environment.
