Amid democratic backsliding across the globe, civil society organizations hold the promise of both pushing back (against ominous trends) and moving forward (toward a more just and inclusive governance). Yet, we know that civil society - felicitous as the term may seem - is not automatically good for civility or for society. These papers explore the role of nongovernmental organizations around the world as agents of illiberalism, on the one hand, and of inclusion and democratization, on the other.
