This study examines the impacts of economic sanctions on environmental treaties in two perspectives: ratification and compliance. We argue that sanctioned countries are not different from non-sanctioned countries in joining the treaties since they can gain a positive international image through participation. However, we argue that sanctioned countries are much lower in their compliance level due to various restrictions, or they fail to comply because the treaties provide strategic advantages to end sanctions that are currently imposed. Analyses on the United Nations Framework Convention on Climate Change (FCCC) and the Kyoto Protocol support our argument.
