Most of the approaches to public policy which have proposed a framework to analyze the Policy Process were developed in 1980's and 1990's. These approaches were very relevant to understand the stability of public policy during this period, and its unexpected periodic variations linked to some punctuation in the equilibrium. With the multiple systemic and structural crisis, such as the financial crisis of 2007, the pandemic in 2020's, the energy and food crises emerging from the war in Ukraine, governing the State and its policies is more comparable to a permanent process of reaction and adaption than to stable patterns f interaction. The main topic of this panel is to present a variety of new policy approaches which propose new keys to understand this unstable period of government.
