Recently, penal code crimes have been decreasing in consecutively in Japan from 2003 and the number of penal code crimes in 2015 is less than half of its number in 2002. On the other hand, cybercrimes have been increasing constantly and more than 90 % of respondents replied that they felt of fear of cybercrimes according to the national poll on cyberspace conducted in 2015. Therefore, it is speculated that crime displacement occurred from penal code crimes to cybercrimes in Japan.
In this paper, based on the result of cybercrime victimization survey, the real volume of cybercrimes and damages brought by cybercrimes are estimated followed the analysis of crime displacement between penal code crimes and cybercrimes. Furthermore, possibility of crime displacement will be explored in a couple of developed countries observed trend of decrease in crimes like as Japan.
