A Preliminary Look at the Effects of Legalization of Retail Marijuana on Crime

Abstract

Since Colorado legalized retail marijuana in January 2014, crime rates have not risen as predicted by the media and opponents of Colorado Amendment 64. For example in Denver County, from 2011-2013, the crime grew at an average of 9% whereas after legalization crime has risen to an average of 5%. However, property crimes have increased by 10-20% since 2014. Property crimes include auto theft, theft from automobiles, and burglary. Furthermore, crimes targeting retail marijuana establishments are on the rise.

This presentation is a preliminary study on the possible relationship between marijuana and certain kinds of crime. The study will also look at the other confounding factors such as population changes and crimes perpetrated at marijuana grows and retail shops. Given it has only been about two years since the legalization of marijuana in Colorado, it may be too early to draw any conclusion.
