Beginning in 2013, following a number of relatively high profile cyber intrusions targeting state, county and municipal governmental entities and in particular, their emergency services (police, fire and EMS), the National White collar Crime Center (NW3C) began investigating the topic of cyberintrusions/data breaches of State, Local, Territorial and Tribal (SLTT) governmental entities. We built a data set of more than 1,800 (publicly reported) incidents and carefully examined the details of those cases. From our analysis of the data set, we were able to develop a relatively detailed analysis of the methods, origins, targets, motives (where known), and other pertinent characteristics of those incidents so as to better understand the nature of the problem.
