Mapping the Implementation Landscape to Assess the Systematic Capacity to Deliver Evidence-Based Practices

Abstract

Implementation has been called the “bane of effective correctional programs” and with good reason: organizational and fiscal pressures, resistance to changing the culture of corrections, and complexity often combine in correctional organizations to undermine implementation efforts. The implementation capacity of Oregon’s community corrections agencies were assessed using an ImpleMap to understand the systematic capacity of the state to deliver and sustain the implementation of evidence-based practices. An ImpleMap is an assessment tool and interview protocol developed by the National Implementation Research Network that provides information for organizations about their “implementation landscape,” which includes the structures and processes already in place that support implementation of evidence-based practices. The ImpleMap helps identify strengths and gaps in implementation capacity that can be used to facilitate planning and methods for supporting fidelity. Recommendations for using ImpleMaps and promising practices from Oregon counties will be shared.
