Predictive policing using latest technological advancements

Abstract

The latest technological developments are gradually being applied to ensure security and public order on a local or national scale. Entrepreneurs offer ready-made solutions in the form of information systems, using machine learning or even artificial intelligence. However, they raise a number of scientific, ethical and legal concerns. The key issue is the scope of data that underlies the analysis and the proper understanding of the purpose of their application. The paper firstly indicates the problems associated with the application of these technological solutions, which most often result from a misunderstanding of their limitations. Secondly, it presents proposals for the use of the well-known law enforcement analytical cycle, which was the subject of a study by the representatives of the Białystok School of Criminology. This leads to two main conclusions. Described analytical solutions must be based on properly evaluated and prepared data. However, the purpose of their application is only to support the decision-making process of law enforcement and justice system and not to replace them. In both cases, criminologists cooperating with data scientists and representatives of law enforcement agencies should play an important role.
