Professional Trajectories of Law Enforcement Officers in Russia: Longitudinal Analysis from 2005 to 2018.

Abstract

The study examines professional trajectories of law enforcement officers in Russia by looking at HR records for 1,328 officers who graduated from the universities affiliated with the Ministry of Interior Affairs (MVD) in Russia. The data shows a significant shift in professional trajectories, job entry requirements and standards for promotions for law enforcement officers in the last 13 years. In 2014-2018, there was a growing number of graduates from MVD-affiliated universities who were retained within the police force when compared to 2005-2010 period. The analysis also shows increased educational requirements and growing number of specialized training personnel within the body of law enforcement officers. At the same time, the data from 2013-2018 demonstrated a decrease in social and geographical mobility within the police ranks when compared to 2005-2010. The study also looked at the continuous gender gap in the professional opportunities for female police officers who represent only a fraction of rank and file officers within the Ministry of Interior Affairs.
