Design and Implementation of a Risk-Based Policing Strategy in Kansas City, Missouri

Abstract

The body of research surrounding law enforcement agencies’ application of predictive policing and crime forecasting software or techniques continues to grow. Advances in technology and an ever-increasing amount of data help fuel the growth and potential adoption of such tools. This joint presentation seeks to provide insight into one such strategy, Risk-Based Policing, as employed by the Kansas City, Missouri Police Department (KCPD) with support through Rutgers University. This presentation will offer insight into the KCPD’s processes to design and implement the Risk-Based Policing strategy beginning in the spring of 2019 using Risk Terrain Modeling (RTM) as its cornerstone. In addition, results from the RTM analyses and preliminary findings from the broader crime reduction and prevention efforts performed by the KCPD and its partners throughout the Risk-Based Policing strategy will be provided.
