There is a growing recognition that the overuse of jails exacts a significant toll on individuals, families, and communities. Accordingly, we have seen a number of initiatives implemented over the last several years to reduce the jail population. One of the largest investments in local justice system reform has come from the John D. and Catherine T. MacArthur Foundation. In this presentation, we discuss findings from a single MacArthur Foundation Safety and Justice Challenge Network site, Palm Beach County. We begin with an overview of the MacArthur Foundation’s Safety and Justice Challenge initiatives in Palm Beach County. Next, we focus particular attention on the County’s implementation of the Virginia Pretrial Risk Assessment Instrument (VPRAI). Using interviews, in addition to observational and administrative data, we present findings from an evaluation of the implementation and validation of the VPRAI in Palm Beach County. We conclude with a discussion of policy implications and the importance of community context in justice reforms.
