This paper reports the final results of a multi-county evaluation of the impact of presence of counsel on pretrial and disposition outcomes in criminal prosecutions. The study, funded by the National Institute of Justice, investigates judges’ decisions about bail and pretrial release, as well as verdicts and sentences, in six diverse jurisdictions. In addition to testing hypotheses about the effect of counsel on outcomes, the paper also reports on the long-term implications of institutionalizing the presence of counsel at arraignment
