Making Sense of Procedural Justice at Work: A Pilot Qualitative Study of Hong Kong Youths Arrested by the Police

Abstract

Guided by Tyler's theoretical framework, this study is intended to explore how Hong Kong police officers, young people, and young people’s guardians experience and influence each other’s perceptions of procedural justice, legitimacy, and compliance. Using the data collected from 10 in-depth interviews with 10 arrested youths, this pilot study unpacks subjective definitions and expectation of police legitimacy and procedural justice from the youth’s perspective. A preliminary contextual understanding of the legitimacy and procedural justice in police-youth encounters in Hong Kong is provided.
