: The National NIBRS Estimation Project and new methods for generating estimates and rates of reported crime

Abstract

January 1, 2021, the FBI Uniform Crime Reporting (UCR) Program officially adopted the National Incident-Based Reporting System (NIBRS) as the national standard for law enforcement (LE) crime reporting. This presentation will provide information on the key indicators of crime that have been estimated based on NIBRS data and the ability to expand those key indicators over time. Using NIBRS data to estimate crime allows for national, and in some cases, state-level estimates based on incident-level data, providing detailed crime information that has previously been unavailable. It is also a critical source for estimates that otherwise are not available following the sunsetting of the UCR Summary Reporting System. Presenters will discuss the steps taken to generate the list of crime indicators that guided the initial set of national estimates, including (1) review of a variety of data collections, existing data analysis and visualization tools, and reports on crime; (2) consideration of local law enforcement agency interests, priorities, and any relevant legislative mandates; and (3) soliciting input from a panel of NIBRS experts to provide additional inputs.
