The Importance of the Research Proposal for a Consent Decree Community Survey

Abstract

The academic prowess may allow one to readily understand that a vetted and approved research proposal is a requirement of all scholarly peer-reviewed social science research. For consent decree community surveys, specifically, the research proposal is a required component of an Institutional Review Board application and approval. The research proposal also serves as a reference point when there are questions, especially from practitioners, about research in cities under a consent decree who engage the community by collecting data using a community survey. This presentation will highlight the essential components of a research proposal that was referenced during the data collection and analysis of data for a Consent Decree Community Survey. The proposal included a methodology that was designed during the Covid-19 pandemic with the goal of identifying a representative sample for a city under a consent decree. The participants were primarily recruited and interviewed using a hybrid recruitment and interview model.
