The experiences of community recruiters and interviewers for the “The Community’s Experiences and Perceptions of the Baltimore City Police Department Survey” is described using the qualitative lens of community recruiters and interviewers, also known as members of the Community Research Team. The survey is a requirement for Baltimore City whose police department is under a U.S. Department of Justice Consent Decree. The experiences of community recruiters and interviewers who were part of the research team from September 2018 through May 2023 are described. The Community Research Team will discuss the sampling strategy pre-pandemic and the strategy during the pandemic that adhered to the safety protocols do to Covid-19. The team will also describe recruitment of participants to achieve a representative sample based on Baltimore’s demographic characteristics, while identifying under-represented participants. This includes members of the homeless/displaced/unhoused population, persons who squeegee to earn an income, the LGBTQIA+, and participants whose primary language is not English.
