The Collapse of the Soviet Union and Migrants in the North Caucasus: New Solutions

Abstract

The collapse of the Soviet Union was the cause of two processes in the North Caucasus. They were the result of military and national conflicts. First, the territory of the North Caucasus was a transit territory for people from the former Soviet republics as the result of a process of independence from the Soviet Union: Azerbaijan, Armenia, Georgia, and Ukraine. Secondly, there was transit flow from Russia: Chechnya, Dagestan, Ossetia etc. In the late 1980-early 1990-ies on the territory of the North Caucasus was more than 1, 5 million refugees and more than 300 thousand units of military weapons from the civilian population. In these circumstances, the governments of Russia and North Caucasus regions conducted migration reform. The results of this policy has allowed solving the problems of adaptation of migrants on the territory of the North Caucasus.
