This panel examines the challenges faced by select former socialist states as they seek to pursue their foreign policy goals as members of the European Union. These states must overcome the consequences of their size and the challenge of constructing a foreign policy that is seen as reflecting the goals of the EU. As small states, it is presumed that their ability to transgress from EU norms is more constricted than large states—or states with long tenures in the EU. This challenge is complicated by the legacy of their limited experiences as sovereign actors.
