Urban Universities Pursuit to Top Tier: Policy Actors Balancing Institutional Identity, Urban Social Justice Priorities and Economic Development Goals

Abstract

Using case study methods, we employ advocacy coalition framework and postsecondary public policy model to examine four urban universities, their metros, and their pursuit to top tier status. We discuss key findings; how a focus on urban universities can help researchers understand their changing role and implications for urban populations.
