The Comparative Research on Top Global University Project in Japan and Double-class Project in China

Proposal

There are more challenges face higher education in Japan with nations such as China being more competitive in the inevitable trend of internationalization and globalization of higher education. To enhance competitiveness, gain more scholarly achievements and attract more foreign students, Japan has launched Top Global University Project which can see its companion, Double-class Project in China.
Top Global University Project in Japan and Double-class Project in China are both important national movements initiated by the government as well as general reactions to the internationalization and globalization of higher education. The selected universities involved in both projects are key universities now or potentially in the future. The paper intends to figure out some theoretical implications for the implementation of Double-class Project in China and for the higher education development in East Asia by analyzing the two projects through the comparative method.
Top Global University Project focuses on all-level internationalization while Double-class Project focuses on the construction of world-class subjects. Compared to the Global University Project, the Double-class Project is a more complex and more comprehensive system.
The Global University Project are featured as diversification in implementation, elaboration and flexibility in performance indicators. How to maintain its own characteristics, occupy more social resources, detail implement solutions and optimize performance evaluation is what universities in China need to think about and learn from Japan. Reasonable thinking and sensible reforms on internationalization and globalization are necessary for higher education development in East Asia.
