Planning for refugee education is a new area of activity in educational planning process. Often education sector plans do not address the needs of refugee education. Often refuges arrive in a country in the middle of an education sector plan implementation. Uganda experienced a similar situation when in 2016 about a million-people arrived from South Sudan as refugee. Uganda took a bold step to prepare a plan for providing education to the children who arrived as refugees.
This presentation will focus on the process of preparing a multi-year refugee education plan for Uganda. It will focus on the steps of the planning process, from stakeholder engagement, to needs assessment, prioritization of activities, and costing of the plan.
