This initial presentation anchors the three panels that have been proposed. First, it will present the conceptual focus, guiding questions, and overarching purpose that unites the three panels. Second, it will present the results of a systematic literature review related to the way that the State has been explicitly and implicitly conceived, addressed, and ignored in research on education policy in Latin America. This literature review is based on a systematic search and analysis of research available through both English-language and Spanish-language digital repositories. The ways that the State has tended to be theorized will be characterized, as will the ways that the employed theoretical orientations have changed over time. This characterization of orientations will be complemented with a discussion, first, of those perspectives that tend to be omitted and, second, opportunities for future research. The third and final portion of the presentation provides an overview of the remaining 14 papers which make up the three panels proposed, in order to draw attention to inter-connections and to encourage further participation by attendees in the subsequent panels.
