Proposal

The paper proposes a framework by which to evaluate the extent to which refugees and other forcibly displaced groups are included in education data systems. This framework is based on existing data quality assurance frameworks and refugee inclusion frameworks. It identifies a spectrum of inclusion along different phases of crisis, and focuses on elements of inclusion in samples, representativeness, identification, data accessibility and timeliness, missingness, and the coverage of educational indicators relevant to SDG4 and the INEE Minimum Standards.
