Equality of educational opportunity is the core element of educational equality.However,it is easy to fall into the dilemma of“Formal equality but substantive inequality”.Under the background of constructing“High-quality Education System”,the fair view of education quality can not be measured only from the angle of education supply or efficiency,but must focus directly on the education result, that is,the narrowing of students' ability gap.Therefore, this paper attempts to introduce the capability approach,which holds that a just society should be committed to the overall improvement of the capacity of citizens,and its primary concern is to reduce the lack of capacity caused by the lack of rights.From the perspective of capacity approach, the normative requirement of education quality equity is to ensure the ability threshold of citizens,the goal of development is to enhance the feasible ability of citizens,and the ideal of demand is to expand the ability set of citizens.In the perspective of equal ability,to ensure the realization of the fair ideal of educational quality, the distribution of educational resources should follow the principles of equality,priority and adequacy.It is necessary to set up the evaluation standard of education quality equity based on ability equality,to construct the“national level-provincial level”monitoring system of education quality equity and multi-compensation system to ensure quality equity.
