This presentation will detail research findings on the evidence and policy environment needs to achieve adoption and scale-up of Can’t Wait to Learn, and the use of technology in education more broadly, in low-resource and fragile contexts. This GPE KIX research (2020-2024) generated evidence through a cluster randomized controlled trial, policy and costing analyses, design of quality assurance tools and processes, and the development of “SchoolLinks”, an add-on programme to boost school attendance, retention, and cost-effectiveness. This culminated in the co-design and piloting of a government-led implementation model of Can’t Wait to Learn with school management and the District Local Government of Isingiro, Southwest Uganda. The presentation will highlight the need for different types of methodologies and evidence, the challenges faced in conducting rigorous research in low-resource settings, and the programmatic and evidence requirements to enable governmental adoption.
