Background & Aim: Education is widely recognized as a foundation for peace. UNESCO emphasizes that teaching empathy, tolerance and respect for cultural diversity helps build peaceful coexistence among all nations (UNESCO, 2024). However, educational practices and outcomes still vary greatly between regions and communities, sometimes reinforcing social divides. For example, conflict-affected countries often receive scarcely 2–4% of global education aid, and some low-income nations spend more on arms than schools (UNESCO, 2014). In this context, simply aiming for uniform schooling is not sufficient. Our aim is to develop a transparent, comparative learning model that captures how classroom, family and social factors drive achievement differently across regions. By explicitly highlighting these regional differences, the model can advice targeted actions that promote equity and mutual understanding, which are critical steps toward societal harmony (UNESCO, 2023).
Gap: Existing tools for educational analysis tend to be either black-box predictions or focused on single contexts (Aluko et al., 2018; Balachandar & Venkatesh, 2025; Ding et al., 2019; Elareshi et al., 2022; Hussain & Khan, 2023; Judd et al., 2017; Onwuegbuzie & Daniel, 2003; Rizvi et al., 2019; Rodríguez-Hernández et al., 2021; Waheed et al., 2020). The researcher notes that without careful, equitable design, education can unintentionally exacerbate social divides can reinforce conflict, and advocates conflict-sensitive, locally adapted education (Davies, 2005). However, few analytics frameworks allow side-by-side comparison of diverse systems in a reasonable, fair way. There is a need for a model that (1) handles multiple intertwined influences on learning, (2) works consistently across countries, and (3) translates findings into clear, equitable strategies. Method: We built a test model using international assessment data (PISA 2018 in math, science, and reading literacy) from five regions (Chinese Taipei, Hong Kong, Germany, the United Nations, and the United Kingdom). The model assumes that each student’s expected achievement are shaped by a number of factors (e.g. family background, school climate, teacher practices, study habits), and allows these factors to have different influences in different regions. Concretely, the model learns how combinations of supports and challenges correspond to different performance levels in each system, matching these factors to the observed national performances in education (averages and correlations). For each country we get weights that quantify how strongly a given factor helps or hinders learning there. Conceptually, the model also identifies a “just right” zone of challenge – similar to Vygotsky’s idea of a Zone of Proximal Development – where additional support yields the greatest gain (Shabani et al., 2010). By comparing parameters across countries, the model highlights where and why regions differ in their learning conditions and learning outcomes.
Results: Across all five systems, some factors universally boosted performance: greater access to home educational resources and a positive, well-managed classroom climate consistently predicted higher scores, which align with PISA2018 findings on socio-economic support and school environment (Gutiérrez-de-Rozas et al., 2022; Wu & Zhang, 2024). A common hindrance also emerged: excessive, unstructured use of ICT (social media or games) outside school tended to lower achievement in every country, also consistent with studies use PISA2018 dataset (Hu & Yu, 2021; Navarro-Martinez & Peña-Acuña, 2022). Beyond these, the model revealed important regional distinctions. In Chinese Taipei and Hong Kong, measures of student motivation and teacher-led engagement were strong positive predictors, reflecting those cultures’ emphasis on effort and literacy. By contrast, in the US and UK heavy teacher-directed lessons often correlated with lower scores, consistent with literature that these systems favor student autonomy. In Germany, some classroom ICT use showed less benefit than in other places, suggesting local integration issues. These differences underscore that educational strategies cannot be copied wholesale across contexts. Notably, our model found that all five systems operate near their optimal challenge point, implying that in general the education system do keep students at a productive level of difficulty. The model also generates responsiveness scores: it can predict, for example, that a student group in one region would gain most from improved classroom management, whereas in another region the key leverage might be more home resources or targeted tutoring.
Contribution: By mapping these patterns, our work turns high-level peace education goals into concrete guidance. For teachers, the model can inform formative practice: schools or districts could track which student groups are lagging relative to the model’s ideal, and then apply regionally appropriate scaffolds (such as extra reading support in some contexts, or more project-based learning in others) to re-engage learners. At the system level, the framework diagnoses inequities: policymakers can simulate interventions (for example, adding digital resources or teacher training) to ensure they help every group equally. In this way the approach promotes sharing best practices across regions – learning from one another’s strengths and weaknesses – rather than imposing one-size-fits-all solutions.
In summary, our model highlights the importance of understanding and respecting educational differences across regions as a path to peace. It provides evidence that tailored, context-aware education strategies (rather than uniform methods) better support inclusive learning outcomes. By doing so, it supports UNESCO’s vision that education should foster empathy and “tolerance among diverse peoples” (UNESCO, 2024). Ensuring that all learners receive equitable, culturally sensitive support helps build the trust and mutual understanding that underpin resilient, peaceful societies.
