From Fragmentation to Synergy: The CHANEST Model for Cross-Regional Integration of Education, SciTech, and Talent in China's Major Urban Agglomerations

Proposal

1.Introduction
In a world increasingly marked by regional disparities, achieving national cohesion is a paramount challenge. Deepening regional inequality is a primary driver of social friction and a significant barrier to sustainable national development globally. This challenge is acutely evident in China, where three major urban agglomerations—Beijing-Tianjin-Hebei (BTH), the Yangtze River Delta (YRD), and the Greater Bay Area (GBA)—function as powerful but poorly integrated economic engines. Despite concentrating the nation's premier resources in Education, Science & Technology, and Talent (EST), these regions suffer from significant administrative barriers, imbalanced resource allocation, and fragmented innovation systems that impede talent mobility and collaborative potential (Huang et al., 2024; Zhuo, 2021). Existing scholarship often examines regional economics or higher education policy in isolation, leaving a critical gap in holistic, integrated frameworks that can explain and guide the complex, multi-domain synergy required to overcome these divisions.
This research addresses a critical question: What theoretical framework can facilitate the holistic, cross-regional integration of EST to bridge these divides and create a cohesive national innovation system? We posit that achieving this requires a systemic approach that treats EST as an integrated, co-evolving "trinity" rather than disparate policy areas. The central purpose of this paper is to offer a new theoretical lens by constructing a networked ecosystem framework, the "Cross-regional Holistic Advancement Network for Education, SciTech, and Talent" (CHANEST) model, and to outline an actionable strategic blueprint for its application, directly contributing to the CIES theme by exploring how strategic educational governance can build the institutional foundations for a more integrated and peaceful society.

2.Literature Review and Theoretical Framework
Existing scholarship on regional development often analyzes agglomeration economies (Glaeser, 2007) or governance coordination challenges (Fullan, 2007), while educational studies tend to focus on specific inter-institutional collaborations such as the classic "Triple Helix" model of university-industry-government relations (Etzkowitz & Leydesdorff, 1995) . This paper seeks to bridge these by developing a more integrated theoretical approach.
Our core contribution is the construction of the CHANEST model, a novel framework synthesizing two powerful theoretical lenses:
Drawing inspiration from Bronfenbrenner's ecological systems theory, the model positions higher education institutions as core microsystems interacting with mesosystems (EST and governance systems), exosystems (regional industries and international contexts), and macrosystems (digital economy, AI).(Kaushik & Garg, 2024).Social network theory is employed to analyze the relational structures, stakeholder interactions, and information flows that facilitate or hinder EST synergy across regions. The model highlights the dynamic, multi-layered interactions among government, universities, research institutions, and enterprises, emphasizing the critical role of talent mobility as a nexus for knowledge and technology spillover. (Wasserman & Faust, 1994; Zhou & Li, 2025).
The CHANEST model aims to explain how to overcome administrative divisions and resource disparities by fostering collaborative networks that enhance the overall effectiveness of EST integration, ultimately supporting regional development and national innovation.

3.Research Methodology
This study adopts a theoretical construction and policy analysis methodology, focusing on developing an applied research framework. The research process involved:
Problem Diagnosis & Contextualization: A systematic review of China's regional development policies and higher education spatial layout since 1949, identifying the historical roots of current EST integration challenges (Liao & Hou, 2021). This was supported by an analysis of secondary statistical data on economic, educational, and talent disparities across the three major urban agglomerations (e.g., National Bureau of Statistics, China Statistical Yearbook).
Theoretical Synthesis: The innovative integration of ecological systems theory and social network theory to build the constituent parts and analytical logic of the CHANEST framework. This involved defining the key systems, actors, and relational dynamics essential for understanding cross-regional EST synergy.
Strategic Framework Development: Applying the CHANEST model to derive a concrete, actionable strategic vision—the "Four Zones" blueprint—for guiding integrated development and overcoming identified fragmentation. This represents the "project or program intervention proposal" aspect of the research.
Policy Formulation: Translating the strategic blueprint into specific policy and strategy recommendations, balancing government guidance (visible hand) with market mechanisms (invisible hand).

4.Key Findings and Proposed Strategies
The analysis confirms that the three urban agglomerations have evolved into distinct but disconnected systems: BTH as a hub of original scientific discovery, the YRD as a powerhouse of industry-education integration, and the GBA as a market-driven innovation ecosystem. The primary finding is that overcoming their fragmentation requires a systemic, networked approach rather than piecemeal interventions. Based on the CHANEST model, we propose a strategic vision centered on the concurrent development of four interconnected zones:
High-Quality Leading Demonstration Zones: Optimizing the layout of higher education resources through inter-regional university alliances and creating specialized educational hubs aligned with future industries (e.g., AI, biotechnology).
Innovation-Driven Pilot Zones: Reforming governance systems and mechanisms to break down institutional barriers, foster deep industry-university collaboration, and promote high-level technological self-reliance.
Nest-Attracting Magnet Zones: Building globally influential educational centers by developing differentiated internationalization strategies that attract world-class talent and foster diverse forms of academic exchange.
Digital Intelligence Empowerment Pioneer Zones: Leveraging AI and digital platforms to create border-less systems for educational resource sharing, collaborative research, and optimized governance, thereby accelerating integration.

5.Conclusion and Discussions
This research contributes a novel, theoretically robust framework—the CHANEST model—for analyzing and guiding the holistic, cross-regional integration of education, SciTech, and talent. Our findings underscore that overcoming deep-seated regional divides requires a paradigm shift towards a systemic, networked, and integrated approach, moving beyond resource redistribution to strategic network construction.
The proposed "Four Zones" vision offers a concrete, actionable blueprint for policymakers aiming to foster synergy, mitigate inequality, and build institutional trust. While developed from the specific context of China, the CHANEST model provides a powerful analytical and strategic tool for comparative education scholars and policymakers globally who are addressing challenges of regional fragmentation, innovation system development, and the promotion of social cohesion. In a world grappling with various forms of division, strategically integrating educational and innovation ecosystems is vital for building more stable, prosperous, and ultimately, more peaceful societies. Future research could empirically test the efficacy of the "Four Zones" strategy and explore the adaptability of the CHANEST model to other regional contexts.
