Insights and learnings from district level implementation of FLN mission (Mission Ankur) in Madhya Pradesh, India

Proposal

Ensuring that every child achieves foundational literacy and numeracy (FLN) by Grade 3 is not only a pedagogical challenge but also a social imperative. In contexts marked by inequality, where millions of children enroll in school but fail to acquire basic skills, the lack of FLN deepens exclusion, limits opportunities, and reinforces divisions. The district-level implementation in Madhya Pradesh—under the Government’s Mission Ankur initiative—demonstrates how system-integrated, evidence-based interventions can bridge these gaps and foster more equitable, peaceful futures through education.
Since 2022, a structured pedagogy program has been implemented in Sehore and Shajapur districts, integrating teacher guides, daily practice routines, and mentoring within government systems. The model balanced fidelity with flexibility: structured lesson plans and practice modules ensured consistency, while localized mentoring, peer-led FLN Samvads, and adaptive monitoring allowed teachers to tailor methods to multigrade realities and diverse learner needs. A key shift was repositioning Cluster Academic Coordinators from inspectors to mentors, which built trust and improved teacher confidence.
An independent quasi-experimental evaluation found that students in program schools made significantly greater progress than their peers in comparison schools. Qualitative findings confirmed classroom changes—teachers reported greater ownership of FLN goals, and students exhibited higher engagement, confidence, and willingness to take risks in learning. But the deeper insight lies in how these changes took root. District-level mechanisms such as FLN Samvads, structured review forums, monthly heatmaps, and digital monitoring apps were gradually adopted at the state level, demonstrating how locally tested practices can catalyze wider system change. The program also showed that structured pedagogy is most effective when aligned with government routines rather than layered as an external demand. Accountability processes—including monthly heatmaps, district call centers, and the Shiksha App—enabled data-driven feedback loops, bridging the gap between government oversight and classroom practice. These innovations promoted reflective teaching and strengthened accountability, both of which are critical for scaling with quality.
However, challenges remained - teachers encountered difficulties related to workloads, managing multigrade classrooms, and maintaining consistent implementation of the program. Some elements of teacher guides were treated as optional, and lesson timing sometimes hampered numeracy instruction. Addressing these issues required responsive adjustments—flexible guides, peer collaboration platforms, and targeted mentoring for struggling schools. The experience shows that structured pedagogy succeeds when anchored in government systems and supported by contextualized strategies that safeguard instructional quality and teacher agency.
The broader reflection is that literacy cannot be treated as a narrow technical goal. Focus on classroom realities must be aligned with system-level integration of actionable insights. Building awareness at higher levels, while communicating practical messages to teachers, ensures coherence in enhancing both fluency and comprehension. By anchoring interventions in government systems, presenting evidence that addresses long-standing bottlenecks, and balancing fidelity with flexibility, district-level pilots like this offer important lessons for the Global South: structured pedagogy succeeds not only through design but through legitimacy, ownership, and alignment across system levels.
