Bridging Divides through Technology: Demonstrating an Intelligent Observation System for Instructional Leadership and Professional Learning

Proposal

1.Objectives
This session aims to:
(1)Demonstrate the practical functions of an Intelligent Observation System (IOS) App, including classroom walkthrough data collection, automated reporting, and cloud-based analytics.
(2)Share empirical findings from a study of 404 Taiwanese educators using IOS, evaluated through Importance-Performance Analysis (IPA).
(3)Facilitate dialogue on how ICT-enabled observation tools can reduce hierarchical barriers, foster inclusive professional learning cultures, and contribute to peacebuilding in schools.

2.Theoretical Framework
The study is grounded in theories of instructional leadership and ICT4D, which emphasize the role of technology in improving professional capacity, equity, and collaborative school cultures. Classroom walkthroughs (Downey et al., 2004; Kachur et al., 2010, 2013) provide the foundation, reimagined through ICT as digital platforms for evidence-based reflection and professional dialogue. ICT4D perspectives frame IOS as both a technical tool and a catalyst for reducing divides within educational communities.

3.Methods
The research employed the Importance-Performance Analysis (IPA) method to evaluate the implementation of IOS. Survey data were collected from 404 participants (principals, administrators, and teachers) across elementary and secondary schools in Taiwan. The analysis focused on four dimensions: (1) student learning attitudes and behaviors, (2) teacher professional development, (3) school culture and climate, and (4) IOS usability and benefits.

4.Findings
•Strengths: IOS was highly valued for its efficiency, ease of use, and ability to generate observation records and provide structured feedback. Teachers highlighted its role in enhancing reflection, professional dialogue, and instructional improvement.
•Areas for Growth: Participants noted the need to strengthen IOS’s impact on student engagement, ensure sustained capacity building, and more deeply support collaborative school cultures.
•Implications: IOS has the potential to bridge professional divides within schools by democratizing access to observation data and fostering inclusive conversations among educators.

5.Significance
This session contributes to ICT4D discourse by illustrating how digital platforms can enhance instructional leadership and teacher professional learning. It demonstrates that technology, when aligned with cultural and pedagogical frameworks, can promote equity, collaboration, and peacebuilding in divided educational contexts. The findings from Taiwan offer valuable insights for adapting ICT-based observation tools in other regions facing similar challenges of educational inequality and institutional fragmentation.

Format Rationale
The roundtable format is chosen to combine:
•Live Demonstration: Participants will experience IOS in action, including data entry and automatic reporting.
•Research Presentation: Empirical IPA findings will be shared to highlight both strengths and limitations.
•Collaborative Dialogue: Participants will reflect on cross-context applications of ICT-based observation systems and co-develop strategies for integrating them into local contexts.
