Around the world, millions of children attend school but never truly learn. This paper showcases a scalable and replicable education model that delivered universal schooling to 1.5 million children and enabled 350,000 to achieve foundational learning by revitalizing 5,000 government schools across four Indian states into vibrant spaces of learning.
The transformation began with a comprehensive, system-wide analysis of the education ecosystem, extending beyond policies and infrastructure to include the lived realities of teachers, schools, parents, and children. To ensure both depth and breadth of reform, this analysis was applied to an entire administrative unit, such as a school district, engaging all actors and aligning every component of the system. This geographical saturation approach addressed the full set of structural and cultural barriers, creating the conditions for systemic change and replicability.
The diagnosis revealed persistent challenges, including inequitable access, low learning achievement, poor school completion rates, weak management, mismatches between home and school languages, and restrictive social norms. In response, a multi-dimensional, data-driven intervention was implemented at full geographical saturation, targeting four interlinked priorities: achieving universal access and school completion for all children aged 3 to 16; delivering quality learning in every classroom; integrating local language, knowledge, and culture into the learning process; and strengthening school governance and leadership. This work was reinforced by an organisational culture grounded in a solution-oriented approach, driven by empathy and persistence. Our approach builds the capacity of local communities to participate effectively in governance and ultimately take ownership of the public school system.
Across 5,000 schools in four states, the intervention has produced measurable, system-wide gains. Over 80,000 out-of-school children have been reintegrated through a data-driven tracking system jointly monitored by the community and local administration, leading to near-universal high school completion. Foundational learning outcomes have risen sharply: in language, the share of children scoring above 51 percent increased from 5 percent at baseline to 62 percent at endline, while in mathematics it rose from 17 percent to 87 percent. Government teachers are now motivated and equipped with new skills, classrooms are organized and run in a child-friendly manner, and school management committees are functioning effectively. Stakeholders at every level of the system are working in coordinated partnership rather than in isolation, ensuring that these gains are sustained and embedded.
Our paper provides compelling evidence that low-performing public school systems can be revitalized to deliver quality learning for all children and create the conditions for every child to realize their full potential. We demonstrate this through a mixed-methods research design that integrates comprehensive longitudinal data on children, schools, and communities with qualitative insights from surveys, interviews, and field observations. The combined evidence from four Indian states shows how geographical saturation and multi-dimensional interventions, underpinned by deep community ownership, function as a coherent and effective framework for achieving systems change at scale.
