The Trap of Refined Assessment: How China’s Undergraduate Comprehensive Evaluation System Shapes Student Development

Research Background
Against the backdrop of China's rapid higher education expansion and the modernization of governance, undergraduate evaluation systems have been tasked with the mission of identifying and cultivating top innovative talents. In practice, however, the main vehicle for this mission, the Comprehensive Evaluation Score (CES), has taken on a highly refined managerial orientation. Most universities and their colleges issue detailed regulations (institutionalization), decomposing students' multidimensional performance, including academic achievement, research output, social practice, student leadership, volunteer service, and competitions, into hierarchical indicators (standardization). These are then assigned weighted scores and aggregated into a single composite number (datafication). This score directly determines scholarships, graduate school recommendations, and honorary titles, thereby serving as a powerful steering mechanism that shapes students' choices. Compared with similar international practices, CES reflects a strongly technocratic philosophy. For instance, while European competence-based evaluations emphasize holistic development, they have not developed a standardized conversion into a single numerical score. Although CES embodies a pursuit of quantified fairness, its logic of refinement raises questions. It may produce unintended consequences such as excessive self-monitoring (Lin & Yang, 2023) or a fixation on scores above all else (Hu, 2023), inadvertently creating a systemic trap of quantified excellence, where the more refined, the less effective. This is the central concern of this study.

Research Questions
This research seeks to address three questions:
1. How does the refined evaluation system represented by CES shape undergraduates' learning paths and developmental choices at different stages?
2. What specific risks does it bring to students' cognition, emotions, behavior, and long-term development?
3. Why has the evaluation system evolved toward refinement, and does it risk reinforcing a self-perpetuating managerial trap?

Theoretical Framework
The study is grounded in postmodern perspectives on educational assessment, which challenge determinacy, measurability, and technicism. Drawing on Foucault's theory of discipline, CES is interpreted as a "panoptic" technology of power, in which a detailed system of indicators produces constant and ubiquitous surveillance. Since students can never be certain when or how their actions will be evaluated ("Will this activity earn points?"), they internalize the gaze and engage in continuous self-monitoring. Neil Postman's notion of Technopoly further illuminates the cultural logic behind this faith in technology, helping this study explain why universities gravitate toward increasingly refined technical solutions.

Research Methods
This study adopts a qualitative approach, employing unstructured interviews for data collection and thematic analysis for interpretation. Twelve senior undergraduates from a leading research university in China were purposefully sampled. The participants represented varied CES rankings, post-graduation trajectories (graduate study in China, study abroad, or employment), and different attitudes toward CES (positive, neutral, and negative), ensuring diverse perspectives.

Findings
The study reveals that CES influences student development in distinct stages. In the first year, it functions like a compass, guiding freshmen in navigating the university environment. By the second year, it becomes a ticket, serving as a gateway to further study and competition. By the third year, it evolves into a camera, intensifying students' self-monitoring and anxiety under disciplinary pressure. Meanwhile, CES produces multi-dimensional negative effects. Cognitively, it narrows students’ imagination through track-setting, leaving little room for activities outside prescribed indicators. Emotionally, it acts as the other's eye, fostering constant horizontal comparison, and even high achievers often fall into self-doubt. Behaviorally, it pushes students toward risk-averse choices, favoring safe projects that guarantee points. In terms of long-term development, the relentless demands of the system crowd out time for reflection and exploration, undermining creativity and critical thinking. As one student put it, "I don't even have time to figure out what I really enjoy."

Further analysis suggests that the refinement of CES is reinforced by three factors. Firstly, administrators' technocratic mindset leads them to believe that problems generated by technical methods can only be solved through more technical refinement, underpinned by blind faith in objective indicators. Secondly, efficiency logics make standardized metrics convenient tools both for talent selection (e.g., graduate recommendations based directly on CES rankings) and for administrative reporting of educational outcomes. Thirdly, students themselves, shaped by long-standing score-oriented thinking, further refine the system informally, drawing on peer advice to maximize points. The short-term progress they achieve in turn legitimizes the system, producing the illusion of quantified excellence.

Conclusions
This study argues that the refined managerial orientation of China's undergraduate evaluation system risks producing mediocre excellence, in which students who meet every indicator yet lack genuine creativity or innovative capacity. It calls for methodological reflection on the overreliance on technical solutions and institutional efforts to preserve a degree of ambiguity, thereby accommodating the nonlinear and uncertain nature of student development. This challenge is not unique to China but part of the broader risks faced by global higher education in the era of datafication and standardization.
