Bridging the Digital Divide: An Action Research on ICT Integration in Digital Classroom Project in Nepalese Community Schools

Proposal

This action research examines the integration of information and communication technology (ICT) in Nepalese community schools in the Digital Classroom Project (2021–2025) implemented by Kids of Kathmandu, Nepal and funded by e-Education Japan under the JIJA partnership project. This practitioner-led project, the study addresses gaps in access and quality of education between urban and rural, and private and public schools. While Nepal’s National Education Policy (2019) and the School Sector Development Plan (2022/23–2031/32) highlight ICT integration as a strategy to strengthen teaching and learning. But only 43 percent of community schools have at least one computer for students, and just over 21 percent enjoy reliable internet access. These figures show the urgency of moving beyond the mere distribution of hardware for proper ICT integration.
The study examines how locally developed digital content, combined with hardware distribution, teacher training, and system integration, can enhance both teaching practices and student outcomes. The focus of the research: How can the use of localized digital resources strengthen classroom practices in schools? And what forms of professional development and institutional support are most effective in ICT integration?
The action research followed a cyclical model of planning, action, observation, and reflection. Planning began with a comprehensive needs assessment of 100 plus schools in four municipalities: Kirtipur, Dakshinkali, MandanDeupur, and Temal. Baseline data revealed both low student performance in mathematics and science and limited teacher confidence in using digital tools. In collaboration with different local governments, the project team designed a phased intervention that included Hardware distribution, digital content creation, teacher training, workshops, conference, and the introduction of an ICT facilitator system.
The action phase set up 37 digital classrooms, which include laptops, projectors,and all setup neccessary in 20 model schools, and produced over 200 Nepali-language video lessons for math and science. These resources were designed for dual use: as instructional support during class and as supplementary material for self-study. Teacher training was delivered through a mix of in-person workshops and virtual sessions using the Google Meet platform. Three national-level conferences were organized, creating a platform for stakeholders, including policymakers, local government officials, principals, teachers, students, parents, and school management committees, to exchange experiences and strategies. Additionally, the ICT facilitator system was rolled out to monitor, evaluate, and coordinate activities between schools and municipalities.
Observation and data collection were embedded throughout the process. Quantitative data came from student assessments such as Grade Point Averages (GPAs), Secondary Education Examination (SEE) pass rates, and surveys. While qualitative insights were drawn from teacher reflections, classroom observations, and stakeholder interviews. Reflection took place through regular review meetings with teachers, facilitators, and education officers, enabling iterative adjustments to strategies and tools.
The findings show clear progress in both teaching practices and student performance. Teachers who had previously never used ICT began incorporating video lessons and digital tools into daily instruction. One veteran teacher with over two decades of experience reported that becoming an ICT facilitator transformed not only his own classroom practice but also inspired him to mentor colleagues in digital pedagogy. This demonstrates that when teachers are provided with relevant resources and peer support, they evolve into more innovative and collaborative professionals.
Student achievement data further highlight the project’s impact. In Dakshinkali municipality, failure rates in mathematics in the SEE dropped from 12.1 percent in the previous year (2023) to 6.84 percent after ICT strategies were introduced. Schools with active ICT facilitators and consistent monitoring achieved higher pass rates and improved GPAs compared to those with weaker facilitation structures, confirming the critical role facilitators play in ensuring effective ICT integration.
Beyond statistics, the qualitative findings reveal an important cultural shift. Initially, teachers and school leaders cited a lack of hardware as the biggest barrier. Over time, they came to recognize that structured monitoring, regular training, and motivational support were equally essential. Stakeholders acknowledged that sustainable ICT use depends not only on physical infrastructure but also on human capacity and accountability systems. Local governments played a key role in this transformation, providing policy backing, oversight, and resources.
Several lessons stand out from this process. First, teacher ownership and peer mentoring are indispensable for long-term change; ICT adoption works best when teachers view digital tools as enhancing rather than replacing their professional agency. Second, developing localized digital content in Nepali ensures both accessibility and cultural relevance, boosting teacher confidence and student engagement. Third, embedding ICT facilitators at school and municipal levels creates accountability structures that extend beyond one-off training and foster continuous improvement. Fourth, a holistic approach: combining hardware distribution, content development, teacher training, workshops, conferences, and facilitator systems, ensures that ICT becomes embedded in pedagogy as well as in broader education systems. This approach also enables data-driven decision-making, offering a clearer picture of challenges and pathways for improvement. Finally, the action research model itself was vital: iterative cycles of implementation and reflection allowed strategies to be adapted in real time to meet local needs.
In conclusion, this study demonstrates that ICT integration in Nepalese community schools can significantly improve teaching and learning outcomes when approached holistically and systemically. The Digital Classroom Project shows that sustainable change is not achieved through isolated efforts, but through the interplay of digital content, professional development, and institutional facilitation. Tested across four municipalities, the model offers practical insights for policy and practice at provincial and national levels. Future research will focus on tracking long-term impacts on student learning, expanding to additional subject areas, and strengthening inter-municipal networks for sharing good practices. The findings also point to the need for stronger local government involvement in scaling digital education, particularly through coordinated investment in infrastructure, training, and monitoring.
