This study examines the use of E-Government system data in addressing community needs amidst slow-onset disasters. It explores the impacts and observed changes in system behavior, with a focus on vulnerable populations. Additionally, the research aims to understand the factors influencing system performance during ongoing disasters. By leveraging a large-scale dataset from New York City, specifically analyzing the first year of the COVID-19 pandemic, the study highlights the potential for municipalities to utilize E-Government data for improved service provision. The findings offer insights into managing community needs and enhancing resilience in the face of slow-onset disasters.
