Exploring State Policy Interventions to Make Federal Policy More Favorable? The Case of the Dairy Industry in West Virginia

Sun, November 23, 4:30 to 6:00pm, Orlando World Center Marriott, Anaheim

Abstract

Federal Milk Marketing Orders (FMMO) set milk prices for dairy farms in the United States (U.S.). The 2000 revision of the FMMO appears to have mixed effects on U.S. states with regards to milk production. We invoke the Hughes et al. (2024) theoretical perspective connecting public policy to WV dairy farms’ vulnerabilities from the FMMO. We test our hypotheses using a novel multi-period, mixed integer linear program that combines routing, facility location, and inventory management features. Our results confirm our hypotheses providing policy makers with a clear coordination role in promoting a consolidation model with depots.
