Having programs of proven efficacy for resolving major social issues is no guarantee of their adoption or implementation in most organizations. The dissemination, adoption and implementation of innovation is fraught with challenges and barriers that make use of even the most promising practices to address serious social issues uncertain. This paper seeks to apply and refine the RE-AIM framework, a framework designed to support the dissemination and implementation of innovation, in the context of a public health tool that has been adopted by a little over one-third of the 18,000 state and local law enforcement agencies in the United States, for utilization by about 6,000 agencies. That health tool, The Fatal Vision Impairment Simulation Goggles, has been widely disseminated and implemented for the purpose of supporting programs intended to stop impaired driving.
