The election of Enrique Peña Nieto (2012-2018) in 2012 represented a significant political transition. The new president promised to change the drug war strategies implemented by his predecessor Felipe Calderón. For instance, Peña Nieto argued that he was not going to focus on capturing the major cartel leaders, but he promised to address the underlying issues. He also declared that he would create a national police force as opposed to relying on the military like his predecessor. In this paper, we examine the war on drugs during the Calderón and Peña Nieto administrations and focus on the role of cooperation, particularly between Mexico and the U.S. This work analyzes past trends in cooperation and highlights the major trends in the 21st century.
