Two interrelated dimensions of state performance are the production of laws protecting (human) rights, and compliance of public officials (whether elected or appointed), with such laws. How Latin American states score with regard to these dimensions? This paper will address this question taking into account two variables: the quality of law and compliance with specific norms designed to protect rights. Appropriate measures for each concept will be developed, and five countries will be examined in comparative perspective: Chile, Guatemala, México, Paraguay and Uruguay.
