Multilevel Citizen Participation in Latin America

Abstract

Most research on citizen participation relies on case studies of local level practices and institutions. With few exceptions, very little is known about national level and multilevel mechanisms for citizen participation. Diverse multilevel participatory processes were adopted in different Latin-American countries in order to scale up citizens’ inputs from the local and regional levels to the national level. Those processes comprise a range of institutional designs, which mostly involve deliberation aiming at the formulation of long-term policies. This paper will shed light into those multilevel institutional designs, asking whether they are effective in scaling up citizen participation. It will rely on a number of cases from different countries that compose the LATINNO database.
