In a crisis comparable to the 2015 migration crisis in Europe, over two million Venezuelans have fled hunger, crime, and political persecution in their country since 2014, most to other Latin American countries. For the most part they have encountered accommodating governments and publics – at least when compared to restrictive policies and prevalent xenophobic nationalism elsewhere. However the scale of the influx has strained the capacity in the region of many of states to accommodate and provide services, perhaps nowhere more than Ecuador. This poor but democratic country accommodates the largest number of refugees in Latin America, predominantly Colombians fleeing civil conflict since 2000, and has been proclaimed an international model for refugee protection by the UNHCR. However, with about 200,000 Venezuelans currently in Ecuador, the state has struggled to cope with the demand for state services. It has also had an interest in defining itself as a ‘transit country’ for Venezuelan migrants, and facilitated their movement to Peru and other Southern Cone countries.
This panel examines the specific characteristics of the Venezuelan migration crisis in Ecuador in light of its progressive but highly selective immigration policy. It considers the possibilities and limitations of human rights as the basis for: the Ecuadorian state’s Human Mobility Framework, interventions by non-governmental organizations, and the critique of policy (or the lack thereof) leading to the marginalization and exclusion of migrants. We consider themes of precarious labour, irregular migration, and migration policy at local, national and regional levels.
