Explaining the Implementation of Merit System: The Case of Mexico

Brief Overview

We study: (1) the extent to which the Mexican merit system is uniform across all federal agencies, and (2) if personnel hiring is really based on merit. Our research covers 81,248 exams, including 2.859,795 job applicants from 2004-2020.
