This study explored the effect of in-service training (INSET) programs on 5,000 employees’ performance at the University of Ghana (UG). The researcher used purposive sampling technique to select 50 employees and stratified into 30 juniors and 0 seniors. Protocols were developed for recording the data/information and piloted the forms for recording the information, such as interviews and questionnaires. Next, Hertzberg’s two-factor theory was used to evaluate the employees’ responses. The study results showed that in-service training classes/courses were offered to the faculty and staff of UG; however additional programs for follow-up were not routinely available. Also, there existed factors thwarting the effective organization of INSET projects/programs in UG and among them were inadequate communication and hasty notification to employees. In the end, the study suggested that Ghana Ministry of Education should cooperate closely with Ghana Education Service to expand the allocation of budget.
