This work demonstrates the development a school literacy capacity scale using the Many Facets Rasch model framework. Data were collected from 1414 teachers and administrators' raters from 108 public elementary schools in 2019-2020 Kentucky. The Many-facet Rasch model (MFRM) was employed for data analysis. MFRM analyses provide evidence that the scale is helpful to measure school literacy capacity. However, all different items contribute unequally. The methodology and results demonstrate how the MFRM can explore the quality and functioning of a set of items to build a scale.
