This study explored the impact of the Ohio Blended Collaborative (OBC) on developing 21st century skills among students, using a mixed-methods approach. The researcher examined how the OBC affected student and teacher perceptions of critical thinking, collaboration, communication, and creativity. The participants, 227 students and 29 teachers, completed 30 Likert-style questions and open-ended responses that indicated strong self-reported skills in collaboration and communication, particularly in problem-solving and teamwork. Qualitative data revealed increased engagement and confidence, highlighting the benefits of personalized learning environments. The data uncovered discrepancies between student self-perceptions and teacher assessments, especially in applying knowledge in new contexts. It also demonstrated the interconnected nature of these skills, suggesting a holistic approach to skill development. The findings underscore the need for continuous support in personalized learning frameworks to enhance student outcomes, with broader implications for stakeholders in education. Recommendations for future practice and research are also discussed.
