War is a paradox. In public argument, war is both, in Kenneth Burkes words, the ultimate disease of cooperation, and Clausewitzs continuation of policy by other means. How policymakers, and the publics they represent, argue about war has profound implications for how military force is used and justified, both nationally and throughout the world. This panel considers the communication of world views in terms of the public arguments that surround war.
