Communication scholarship often involves theorizing—implicitly or explicitly—the relationship between “discourse” and “change” as these two phenomena are configured within institutional contexts. This essay first reviews and synthesizes recent scholarship that addresses this enduring theoretical issue and subsequently explores the benefits of conceptualizing discourse as both the source and medium of agency in the context of U.S. intelligence and national security organizing.
