Recusals by State Legislators: An Empirical Examination of the RI General Assembly (2009-2018)

This is an exploratory and theoretical investigation of recusals by state legislators. The study is based on recusal forms filed with the Rhode Island Ethics Commission over a ten-year period. Regression analysis will be conducted to examine hypotheses about the political nature of recusal. The concept of “over-recusal” will also be conceptualized and applied.
