3-009 - If the Tool Fits: Federal Measurement Development Initiatives

Integrative Statement

This session will highlight federal efforts to develop measurement tools to address research, policy, and practice needs for data collection in early childhood. Federal agencies collect data to conduct research on programs, for accountability and funding decisions, and for continuous quality improvement and needs assessment. The four proposed presentations will explore examples of federal measurement development initiatives designed to address needs in these areas at the classroom and program levels.

The first presentation focuses on a measure developed by the Administration for Children and Families (ACF) to examine how early care and education (ECE) teachers collect data on children for use in instruction individualization: The Examining Data Informing Teaching measure (EDIT).

The second presentation is on The Quality of Caregiver-Child Interaction for Infants and Toddlers measure (QCCIIT) which is the first measure of its kind, also developed by ACF, to examine ECE teacher-child interactions in infant and toddler center and home-based care settings.

The third presentation introduces a measure designed to examine processes at the program level. The Assessing the Implementation and Cost of High Quality Early Care and Education (ECE-ICHQ) project is developing a tool to understand what a program does to support quality and the associated cost of administering those services.

Finally, the Health Services Resource Administration (HSRA) will describe the development of the Home Visiting Budget Assistance Tool (HV-BAT). The HV-BAT is an instrument for gathering a standardized set of cost metrics across local home visiting programs, regardless of model or organizational setting.
