Poster #219 - Child development evaluation of Mexican children in the Public Daycare Facility Program from DIF/SEDESOL

Integrative Statement

Introduction:
The Public Daycare Facility Program (PDFP) from DIF/SEDESOL (Mexico’s National System for Integral Family Development and Secretariat of Social Development) cares for children from one to four years of age in poverty and includes their education and care for eight hours at workdays.

These transversal population-based study of the 9,200 PDFP from the 32 Mexican Federal States, included children from 13 to 48 months of age from November 2017 to January 2018 evaluated with the Child Development Evaluation test (CDE) (Rizzoli-Cordoba A, 2013 and 2017). The sample was 231,058 children.

Objective:
To evaluate the developmental level of children subscribed to PDFP DIF/SEDESOL according to time enrolled in the program.

Results:
The odds ratio (OR) for having a normal result in the CDE was 1.0 for those with less than 6 months in the PDFP, 1.4 (C.I. 1.3-1.4) between 6 to 11 months, 1.7 (C.I. 1.7-1.8) in those 12 to 17 months, 2.0 (C.I. 1.9-2.1) from 18 to 23 months and 2.4 (C.I. 2.3-2.5) for those with more than 24 months in the program. The OR for having a normal result in the CDE for each developmental area are shown in table 2. The highest effect was observed in the motor and language developmental areas with the lesser being fine motor.

Conclusions:
Children recently signed up to the PDFP, compared to those with at least six months in the program: Where observed to have a significantly and progressive increase in the probability of getting a normal development globally and for each evaluated domain.

These results support the importance of early child education programs for promoting healthy child development although this effect may not be observed until 6 months in the program.
